I started by having my Silhouette Cameo DRAW (not cut) my Concentric Circles cut file with a pencil on light blue textured cardstock. Then I splattered watered down white acrylic paint with a toothbrush for a finer mist centered on the bottom left side and the thinning out towards the edges.
While the paint was drying, I grabbed Paper 24 from my Bloom Street collection and punched small stars from all of the different colors. I grabbed my pile of 12x12 patterned paper scraps from Bloom Street and used a larger punch to make a bunch more stars. I placed all of the stars over the drawn concentric lines, adhered them in place lightly, and then machine stitched over them to keep them in place permanently, using a running stitch and white thread. By only stitching through the middles of the stars, the points are free to bend up and create dimension and shadows.
I added a 3x4" photo to the bottom left corner and created a custom title with the colorful Puffy Word Stickers - I keep one sheet for using the words as is and I use another sheet as an alphabet to pick and choose the letters. I journaled with a blue pen below the title.
To finish, I scattered adhesive jewels from the Mixed Embellishments tone-on-tone over some of the stars to add sparkle & shine and little bits of interest.
