In the chapter about CARDS you'll find the step-by-step photo tutorial for making this colorful CONGRATS card! I used my Splendid collection to make pennant banners and stitched them across a stars stenciled card base. Tone-on-tone Thickers atop the triangles convey the sentiment but could also be switched out to "birthday" or the like!
